WHAT STATES AND CONGRESS CAN DO NOW
The Madison Coalition encourages State leaders to consider the following actions:
1. Passage of a state law to strictly limit the
authority of any delegates that state might send to an Article V
Convention, and to provide for the immediate replacement and subsequent
punishment of any delegate who violated that limit. Passage of such a
"no runaway convention" law in a majority of states with a majority of
the population would ensure that no convention majority could be
assembled for an unauthorized amendment.
2. Enactment of a state constitutional amendment to
prohibit the consideration or ratification in that state of any
amendment from an Article V Convention that exceeded the limits on the
scope of that Convention set by the states who called for the
Convention. Enactment of such a "no runaway convention" state
constitutional amendment by just 13 states would ensure that no
unauthorized amendment from an Article V convention could be ratified.
